Tally is our starting pick for a small business needing flexible forms on a free plan. Shortlist Jotform for specialised forms and payments, Fillout for forms connected to a database, and Zoho Forms if your operation already uses Zoho. Google Forms suits straightforward collection; Paperform suits a designed form page with workflows. whatayarn fits customer explanations, including optional voice answers. Choose the tool that takes an enquiry through to the next useful action.
A small business usually needs several forms to work together: enquiries before a sale, details before an appointment and feedback afterwards. The important question is whether the whole operation fits the plan, including whoever reviews the responses. For the wider product set, see our general form builder comparison.
Start with the work after someone submits
| Business task | What the form needs | What happens next |
|---|---|---|
| An enquiry or quote request | Contact details and enough context to respond | Someone owns the reply and prepares a quote |
| A booking request | Service, preferred time and contact details | Confirm availability and send the actual appointment |
| A deposit or order | Supported payment method and the right amount | Check payment status and fulfil the order |
| Client intake | Relevant questions and any necessary uploads | Review the details before the first meeting |
| Service feedback | A rating and an explanation | Investigate the concern and reply when appropriate |
A booking request is not a confirmed reservation. If customers must choose a live slot, prevent double bookings or reschedule themselves, verify a scheduling integration or use your booking system. Likewise, a payment question needs a working processor connection; a price written on the page does not collect money.

Tally: our starting pick for flexible free forms
Tally’s free plan (opens in a new tab) combines unlimited forms and submissions with conditional logic, calculations, payments and integrations, subject to fair use (opens in a new tab). That makes it a useful starting shortlist for an owner who needs more than a contact form.
Write down the actual rule: for example, ask an extra question when someone chooses a particular service, then send the answer to the spreadsheet you use for follow-up. Verify that rule and connection before sharing the form.
Free keeps Tally branding and limits each upload to 10 MB. Check paid branding and collaboration features if several people need to manage the work. Unlimited submissions do not settle your team-access requirements.
Google Forms: straightforward collection into Sheets
Choose Google Forms when a short form and a spreadsheet are enough. It can work well for a simple enquiry, a few intake questions or a survey sent after a service. The response guide (opens in a new tab) explains spreadsheet review, per-form capacity and reporting thresholds.
Check the customer’s side of the workflow. File uploads require Google sign-in (opens in a new tab), which matters if someone just wants to send a photo with an enquiry. Section branching (opens in a new tab) works from multiple-choice and dropdown answers.
If a spreadsheet still leaves you copying details into another system, include that work in the decision. For spoken replies, Google Forms has no native recorder; our audio guide explains the options.
Jotform: shortlist it for orders, deposits and detailed intake
Jotform is worth considering when your workflow needs payment collection or a specialised form. Its pricing (opens in a new tab) lists Starter at five forms and 100 monthly submissions, with ten monthly payments, 100 MB storage and 500 stored submissions.
The free-plan guidance (opens in a new tab) makes clear that account limits are shared. Three forms collecting 40 responses each use 120 submissions, even though none individually reaches 100. Stored submissions are a separate constraint from the monthly count.
Decide using a realistic month, then check the paid tier that covers it. Include the payment processor, receipts and who handles exceptions in your trial workflow; choosing a payment-capable builder is only one part of taking an order.
Fillout: when your database already runs the business
Fillout’s Free plan (opens in a new tab) includes 1,000 monthly responses, unlimited forms and seats, conditional logic and most integrations. Removing its branding needs Pro.
Its integration guidance (opens in a new tab) describes creating or updating records in tools including Airtable and Notion. Consider that fit when the useful outcome is an updated customer or job record, rather than another inbox notification.
Map the fields and decide whether a submission should create a record or change an existing one. Check the exact connector and permissions you need. If a shared spreadsheet is already sufficient, you may not need to add a database workflow just to use this builder.
Zoho Forms: useful when the next action already lives in Zoho
Zoho Forms’ plan comparison (opens in a new tab) lists three forms, one user, 500 monthly submissions and 200 MB storage on Free. Basic rules and the Zoho CRM integration are included, while the separate CRM Forms feature and advanced rules are paid.
For a sole operator, the response allowance may be ample. For an operation where two colleagues both need to review work, the one-user allowance can be the earlier constraint. Check the user and permission rows before selecting a tier.
The comparison also limits Free payment collection to ten payments. An enquiry allowance and a payment allowance are different things; price the actual operation rather than assuming every submission can be a paid order.
Paperform: compare the page and the follow-up workflow
Consider Paperform when you want to explain a service on a designed form page and connect the submission to follow-up work. Its current pricing (opens in a new tab) covers forms, signing and workflow products.
Free includes 30 monthly submissions and keeps branding. Unlimited seats on Free and Pro do not provide configurable roles. Check paid access controls, domain add-ons and workflow allowances as part of the bill, rather than comparing the form subscription alone.
whatayarn: explanations you can read, listen to and review
whatayarn suits enquiries and feedback where the useful next step is understanding what someone needs. You can collect ordinary fields, written answers and an optional voice explanation, then review the responses together.
Free includes unlimited forms and responses under fair use, 100 MB storage and one-minute recordings. Standard AI columns flag Spam, Sentiment, Urgency and Needs reply in written answers. They do not analyse audio or files. Creator adds storage, longer recordings, branding removal and custom columns; see pricing.
Payments, conditional logic and integrations are coming soon. Choose another builder if taking a deposit, branching an intake or updating a CRM automatically is essential now. Optional voice is useful when hearing the explanation changes how you respond, rather than adding it to every question.
A worked example: one business, three forms
Suppose a small service business expects the following month. These are constructed requirements, not customer results:
| Form | Expected submissions | Next action |
|---|---|---|
| Enquiry form | 40 | Reply and qualify the work |
| Booking request | 12 | Check availability and confirm |
| Post-service feedback | 70 | Review the experience and follow up |
| Combined workload | 122 | Manage all three in one account |
Assume one operator, no payments and no automatic calendar booking. Tally and Fillout have response capacity for this workload on Free. Zoho Forms’ three-form and 500-response allowances also fit. Jotform Starter’s 100-submission allowance and Paperform Free’s 30 are too small for the combined month.
whatayarn’s response allowance fits too, if manual review is enough. Its lack of current logic, payments and integrations can still rule it out. Google Forms is another option when a spreadsheet covers the follow-up. Capacity fit and workflow fit are separate decisions.
Now add deposits to all twelve booking requests. Jotform and Zoho’s ten-payment Free allowances become another constraint, and whatayarn cannot handle the payments. Add a second reviewer or live scheduling and you need to check those requirements again. A useful shortlist changes with the work.
Price the complete operation
Before paying, write down the forms, combined response volume, uploads, payments and people who need access. Then check:
- The billing commitment. A per-month figure billed annually means an annual purchase; compare it with the monthly option you would actually use.
- The extra charges. Include domains, workflow credits and payment-processing costs where applicable.
- The limits that accumulate. Stored submissions and uploaded files can fill up across several months.
- The handoff. Confirm you can export the answers or connect the system where someone does the work.
Try the whole process with sample data: submit on a phone, find the response, make the next decision and confirm what the customer sees. A polished form is useful only if the enquiry reaches someone who can act on it.
Start with the smallest useful form
For an enquiry, ask how to reply and what the person needs. For a booking request, say that you will confirm availability. Use the quote request, appointment request or client intake template as a starting point, and remove questions you will not use.
You can customise a whatayarn form and preview it before signing up. Publishing and collecting real responses require an account. If the main job is understanding service feedback, see our customer feedback tools; for a structured questionnaire, compare survey tools.
